The City of Cape Town has applied to national government to have the Operating Licensing Function (OLF) assigned to it, currently this function is performed by provincial government, but the National Land Transport Act provides that municipalities can take responsibility for this function as it impacts on local areas. Once there is ministerial sign off and promulgation by the President the Municipal Regulatory Entity (MRE) function can take effect in Cape Town. This will mean the management of all operating licences and related public transport operations (other than tourism services) that operate within or emanate from Cape Town.
In the interim, the City of Cape Town, as the planning authority, provides comment and input to the Provincial Regulatory Entity (PRE) which then issues operating licences.
In preparation for taking over the MRE function in Cape Town, the Urban Mobility Directorate in consultation with provincial government embarked on two processes, namely the management of the metered taxi industry, as elaborated on in the approved Metered Taxi Strategy and the management of tuk tuks.
